本會於2026年3月7日至14日間，由沈理事長冠伶教授擔任團長、本會會員代表張瑜鳳庭長、熊誦梅處長等姐妹們共同組團，前往紐約參加2026年聯合國婦女地位委員會（CSW70）及其非政府組織平行論壇（NGO CSW Forum）。本次會議以「確保所有婦女與女孩之司法近用權」為優先主題，聚焦消除社會、經濟、政治、文化及數位環境中的結構性障礙，促進性別平等、司法正義及終結系統性歧視與暴力。NGO CSW Forum則提供全球非政府組織及民間倡議者交流合作的平台，透過大量平行論壇分享各國實務經驗與倡議成果，並建立跨國合作網絡。
這次本會成功以國際婦女法學會中華民國分會（FIDA Taiwan）名義舉辦實體平行會議，主題為「Ensuring Equal Participation for Women in Judicial Processes and Beyond」，由本會沈理事長擔任會議主持人，邀集國際婦女法學會總會長Ezinwa Okoroafor 、本會會員熊誦梅處長、兩位旅美律師Bianca Lin及Sara Hung共同與談，討論內容涵蓋臺灣女性法官比例提升、女性投入科技與智慧財產領域、女性於國際法律及金融產業之職涯發展，以及企業社會責任與性別實質平等等議題，展現臺灣推動女性參與司法及專業領域之成果與經驗。
本次平行會議吸引眾多國際人士參與，成功提升國際社會對臺灣女性參與司法、高科技、金融及法律專業發展之認識，並促成與多個國際組織及講者之交流合作，包括泛太平洋暨東南亞婦女協會（PPSEAWA）、國際婦女法學會（FIDA International）、國際女法律人聯盟（FIFCJ）及國內相關政府機關等，為未來共同舉辦論壇及推動合作奠定基礎。
除主辦平行會議外，本次亦受邀於其他NGO CSW論壇發表演講，介紹臺灣在女性參與司法實務工作實態、家事事件程序及性別暴力防治等制度改革成果，並分享臺灣性別平等發展經驗。同時，藉由各國交流，觀察國際社會除持續關注女性賦權外，亦更加重視女孩及青少女培力、數位性別暴力、網路霸凌、數位跟蹤、交友詐騙及未經同意散布性私密資料等新興議題，顯示性別平等工作已逐漸延伸至數位環境，仍有持續倡議及制度完善之必要。
此外，本會亦出席外交部及婦女權益促進發展基金會舉辦之「Resilient Leadership, Inclusive Futures」國際論壇，以及NGO CSW其他平行論壇，瞭解各國在性別暴力防治、生育自主權、女性主義運動及司法改革等議題之實踐經驗，並參與外交部「臺灣性別平等週」系列活動，透過國際交流展示臺灣在性別主流化、女性政治及經濟參與、STEM發展及性別暴力防治等成果，增進臺灣於國際社會之能見度。
總結
本會這次參與CSW70 NGO Forum，不僅成功舉辦國際平行論壇，分享臺灣在性別平等、司法改革及女性專業參與之成果，也深化與多個國際組織及法律專業人士之合作關係，擴展國際交流網絡。展望未來，本會期盼持續結合政府、民間及產業資源，透過跨領域、跨國合作，共同推動性別平等及司法正義議題，並將臺灣女性法律專業與制度經驗持續推向國際，提升國際影響力與合作效益。
Participation in the NGO CSW70 Forum in New York (March 7–14, 2026)
From March 7 to 14, 2026, our Association sent a delegation to New York to participate in the 2026 United Nations Commission on the Status of Women (CSW70) and its accompanying NGO CSW Forum. The delegation was led by Professor Kuan-Ling Shen, President of the Association, and included Chief Judge Yu-Feng Chang, Director Sung-Mei Hsiung, and other members of the Association. The priority theme of CSW70 was “Ensuring Access to Justice for All Women and Girls,” focusing on eliminating structural barriers in the social, economic, political, cultural, and digital spheres, promoting gender equality and justice, and ending systemic discrimination and violence. The NGO CSW Forum provided a global platform for non-governmental organizations and civil society advocates to exchange experiences, share best practices and advocacy achievements through numerous parallel events, and establish international collaborative networks.
During the Forum, the Taiwan Chapter of the International Federation of Women in Legal Careers (FIDA Taiwan) successfully organized an in-person parallel event entitled “Ensuring Equal Participation for Women in Judicial Processes and Beyond.” The session was moderated by President of FIDA Taiwan, Professor Kuan-Ling Shen, and featured distinguished speakers including Ms. Ezinwa Okoroafor, the President of FIDA International, Director Sung-Mei Hsiung of FIDA Taiwan, and two Taiwan-born attorneys practicing in the United States, Ms. Bianca Lin and Ms. Sara Hung, as panelists. The discussion covered a wide range of topics, including the increasing representation of women judges in Taiwan, women’s participation in the fields of technology and intellectual property, career development opportunities for women in international legal and financial sectors, and corporate social responsibility and substantive gender equality. The event highlighted Taiwan’s achievements and experience in advancing women’s participation in the judiciary and other professional fields.
The parallel event attracted a large international audience and successfully enhanced global awareness of Taiwan’s accomplishments in promoting women’s participation in the judiciary, high-tech industries, finance, and the legal profession. It also fostered exchanges and laid the groundwork for future collaboration with numerous international organizations and speakers, including the Pan Pacific and Southeast Asia Women’s Association (PPSEAWA), the International Federation of Women in Legal Careers (FIDA International), the International Federation of Women Judges and Legal Professionals (FIFCJ), as well as relevant government agencies in Taiwan.
In addition to hosting its own parallel event, members of the Association were invited to speak at other NGO CSW Forum sessions, where they introduced Taiwan’s institutional reforms and achievements in enhancing women’s participation in judicial practice, improving family court procedures, and combating gender-based violence. They also shared Taiwan’s broader experience in advancing gender equality. Through exchanges with participants from around the world, the delegation observed that, while women’s empowerment remains a continuing global priority, increasing attention is now being devoted to the empowerment of girls and adolescent girls, digital gender-based violence, cyberbullying, cyberstalking, online romance scams, and the non-consensual dissemination of intimate images and personal data. These developments demonstrate that gender equality efforts are increasingly extending into the digital environment and underscore the continuing need for advocacy and institutional reform.
The Association also attended the international forum “Resilient Leadership, Inclusive Futures,” jointly organized by Taiwan’s Ministry of Foreign Affairs and the Foundation for Women’s Rights Promotion and Development, as well as other NGO CSW parallel events. These activities provided valuable opportunities to learn about international practices concerning the prevention of gender-based violence, reproductive rights and autonomy, feminist movements, and judicial reform. Furthermore, the delegation participated in the Ministry of Foreign Affairs’ Taiwan Gender Equality Week series of events, showcasing Taiwan’s achievements in gender mainstreaming, women’s political and economic participation, STEM development, and the prevention of gender-based violence. These exchanges further enhanced Taiwan’s international visibility and strengthened its engagement with the global community.
Conclusion
The Association’s participation in the CSW70 NGO Forum was highly successful. In addition to organizing an international parallel event that showcased Taiwan’s achievements in gender equality, judicial reform, and women’s participation in professional fields, the Association further strengthened its cooperative relationships with international organizations and legal professionals while expanding its global network. Looking ahead, the Association recommends that future efforts continue to integrate governmental, civil society, and private-sector resources through interdisciplinary and international collaboration to promote gender equality and access to justice. It also recommends continuing to share Taiwan’s legal expertise and institutional experience concerning women’s rights with the international community in order to enhance Taiwan’s global influence and deepen future international cooperation.
