本會與中華民國女法官協會及臺大法律學院數位法律研究中心共同於2025年12月18、在臺灣大學法律學院辦理「少子化社會中的遺棄、人工生殖新課題」研討會。
會中王皇玉教授之「遺棄罪的再思考—嬰兒保護艙之建構」主題報告中，點出少子化現象下棄嬰與殺嬰問題之嚴重及相對應刑事政策之必要，藉由比較日本嬰兒信箱、德國秘密生產與美國安全港法，認我國可思考引入合法遺棄制度，提供母嬰醫療協助與社會支持，更期有效降低新生兒死亡與相關犯罪之風險。
接下來由何信頤醫師報告「人工生殖法規的反省與未來」，其指出現行制度在提升生育率與回應多元家庭需求方面仍存有缺失，提出整體醫療面與制度面可行的調整建議。
另黃淨愉副教授則針對「從凍卵補助政策與人工生殖法草案看台灣的少子化對策與女性生育自主權的實踐」為分享，透過人口數據、補助政策與地方自治制度之比較，說明若放寬人工生殖法、提高凍卵使用可能性，有助落實女性生育選擇權並回應少子化挑戰，呼籲政策設計須以子女最佳利益為核心，以兼顧身分關係與照顧需求。
最後綜合座談由陳文琪常務理事主持，與談者分別就刑事制度、人權保障、醫療倫理與生育政策等議題和與會者交換意見，本研討會充分交流，圓滿落幕。
Abandonment and Emerging Issues in Assisted Reproduction in a Low-Fertility Society” Symposium (December 18, 2025)
FIDA, our Association, together with the Association of Women Judges of the Republic of China and the Digital Law Research Center of National Taiwan University College of Law, co-hosted the symposium “Abandonment and Emerging Issues in Assisted Reproduction in a Low-Fertility Society” on December 18, 2025, at the College of Law, National Taiwan University.
During the symposium, scholars and experts presented their research findings on topics including “Reconsidering the Crime of Abandonment: The Construction of Baby Hatches,” “Reflections on and the Future of Assisted Reproduction Regulations,” and “Taiwan’s Low-Fertility Policy Responses and the Realization of Women’s Reproductive Autonomy as Viewed through Egg-Freezing Subsidy Policies and the Draft Assisted Reproduction Act.” These presentations directly addressed the core issues and provoked critical reflection.
The concluding panel discussion facilitated in-depth exchanges between the panelists and participants on issues spanning the criminal justice system, human rights protection, medical ethics, and reproductive policy. With active engagement throughout, the symposium concluded successfully.
